    Since 2005, Cannabis Social Clubs are operating legally in Spain and Belgium. This has been made possible by a reform of cannabis laws, which has decriminalized the possession and production of cannabis for personal consumption.

    To grow cannabis for personal consumption is an intelligent and sound alternative to the illegal market. Cultivation for personal use cannot supply the huge demand. It does not automatically contain guarantees against all health risks or against diversion to the black market. To minimize these risks, a more intelligent system of production and distribution is needed.

    The most rational solution is the collectivization of the cultivation for personal use. Adult consumers who do not want to cultivate themselves can form non-profit associations, Cannabis Social Clubs, with the purpose of obtaining a legal, safe and transparent access to cannabis for their members. They do so by implementing a model for a regulated market in which supply is always demand oriented, i.e. production is limited to an amount established as necessary to satisfy the needs for personal consumption of the members.

    Cannabis Social Clubs apply organic methods of cultivation, preventing the risk of contamination or adulteration of the substance, which may be the case in the black market. Contrary to the illegal market the CSC’s are not accessible to minors.

    We call on all people who wish to set up an initiative to introduce the CSC model in Germany in a serious and responsible way to attend this workshop.
