Do you see the distance between nodes? That's bad. Get a better light if you want to grow more than a couple of grams.
The lights are useless, the plant is struggling already, you will get zero bud using them If you don't want to spend money on a proper set up, go buy a bunch of standard light bulbs. Get the highest wattage you can, probably about 25w. CFLs will get you bud but you want at least 100w combined really. 4x 25w CFL bulbs can get you an ounce if you don't have any significant problems. They will need to be kept within 4"of the plant though. An LED panel might be an option for you as some are pretty cheap these days
