Hello I'm new here and I'm having my first grow. I have 2 plants currently with 3 23watt cfls. I also have 2 T8 48 inch bulbs in a fixture that I haven't set up with them. Wait a minute. Yes you can flower with two 23 watt t8's. Youll just only get a five grams of weed. My first grow was 2*24 watt T5 HO. Got more than an eighth. Start with how much weed you need... and size your light appropriately. Sorry to thread kill ... ... but you want the leaves to pretty much touch the bulbs. As close as you can get them provided they dont get hot (they won't if you have a fan on).
