Well, my entire rep page (my most recent rep page) is all blue reps (neutral, right?) and only 4 green. I thought it was either positive or negative rep choices... Im pretty confused on this. All of these reps have comments that are positive.

Yea. like right now you have neutral rep (purple) because you havent recieved a light green bar yet. once you recieve a light green bar you give out positive rep (green)
Even if it doesnt effet someones "rep" the gesture is still usefull in sharing your personal opinion of someones post that you strongly agree/disagree with.
