Whos the victim?

In the criminal justice system, the police should be protecting the civilians and DEFENDING the victims.

I get busted for having a garden growing in my backyard. I get 10 years in jail.

WHO is the victim?

Its a victimless crime. Thats an oxymoron, because its not even a crime at all.
