Neither unless you have the ballast and reflector and mogul. For what you plan just pick up some CFLs, there perfect for your needs.
yeah thoes are just the bulbs you need the whole setup. ballas etc everything chimeria said. flouresents will work great for your plan. they wont use much elect. and are way cheaper. go with some cfl get the daylight ones they have the right spectrum or the cool whites which are best for veg u can also buy the tube style floros which will work just as well.
