That really depends on where you are and how you want to grow. Ideally though an open field with a full days sunshine.
This question is also a matter of opinion. In my opinion the best place to grow is indoors with 600+ watt MH, and HPS lights. If you have a large enough area to grow a full sativa strain, a plant can yield 4+ lbs of high quality cannabis. So, make do with what you can, if growing indoors under a CFL more power to you brother.
I am in So cal and find indoor outperforms outdoor. BUT, my outdoor location does not have full sun all day. 10 am to 4 pm is full sun. This May, I put some extra females outside, on the same grow path as the indoor females. Indoor yield, was triple the amount of outdoor. IMHO, Indoor lights(MH/HPS) give optimum light every second they are on(18/6). the Sun, rises & sets and all the angles on the way to and from high noon.
