    Outside is always the safest. Best time, at night.
    If you need to smoke inside, your best bet is your room. Make sure you use a sploof (bounce sheet in a tube) don't smoke joint or blunt, use a waterbong instead. Open a window, stop the heating of the room and wait a bit before going out of the room.

    Outside. Never smoke inside, it's a certain way to get busted.
