Nope. It's extremely dependent on cultural attitudes. Small hips, low body fat and facial symmetry are actually negative indicators of reproductive fitness for women. If anything our current mainstream concept of beauty is more grotesquely absurd than it's ever been. EDIT: that's assuming you link physical beauty with reproductive fitness - which is not a rule of any kind.
