That's either a really bad calcium & magnesium deficiency (low ph probably) or some type of fungus. A good grow starts with a good foundation, you need to start with quality soil to get quality results. I hate to tell ya but you can grow a new plant in the time it will take to get this one back in good shape. Good luck!
