What to use for setting up Lights?

Im planning my first grow and I was wondering what would be the easiest way to hook up cfls and position them. Keeping in mind I am in a tight space (small cabinent approx 28in tall, 20in deep, and 14in wide)? Im probably gonna run 2 42watt bulbs at first and I also have about 4 12watts I found around my house today. I was thinking like an adjustable desk lamp or something for the 42s. Any ideas/help will be appreciated.
Also after my seeds sprout and grow a little is it alright if I take them straight outdoors after being on a 24/0 light cycle?
