What is the main requirement for Medical Marijuana in Canada? (PR? Citizen?)

    Currently i am planning to live in the Canada to live there permanently.
     
    What I pretty much found is i need at least 6 years to get citizenship.
     
    But can Permanent residents or foreigners get medical marijuana permit too?
     
    I dont mind because i might still get weed from new amsterdam anyway but i want to make things more safe cause i heard they test on me with THC when i try to get Permanent residence and citizenship...
