what does a ballast do?

    I'm looking at Philips Con Agro 400watt hps bulb. Just one for my first small scale grow. What does the ballast do and how important is the price and quality. I am watching my budget carefully and efficiency and saftey are main concerns.

    son agro is 430w and you have to use philips ballast 430w they come togeder i think
