So he's speeding to driving school? And he rolled through a stop sign right behind (what looks like) a cop? It's not about speeding; it's about driving at the rate of traffic. If you are going the speed limit and everyone else on the road is going 10MPH over, you are the one causing the hazard. Most speed limits are arbitrarily set, often for revenue generation purposes, and have little to do with true safety (IMO).
