Bare minimum of 100 actual watts (not "equivalent") per plant, though I recommend shooting for more like 150 per. A bulb can be counted twice if it is casting good light on one plant in one direction and good light on another plant in a different direction.

A good rule of thumb is 100 watts per plant (actual watts), but I'd try to go for as much as I can without having a heat problem.
watts per plant means nothing really, not without the dimensions of each plant? watts per square foot is more important.
even more important is actual lumens. light decreases exponentially. a 400 watt MH comes out about 55,000 lumens, but at 3' (which is far for a 400) it has under 5000 lumens. that's why HID's beat CFL's every time.
