Veg according to how much room u have left, but remember when u flower, the rule of thumb used is that the plant will become 3x the size. Longer veg = bigger yield. U can start flower right now if you wanted. They look about a foot tall so wouldn't go much longer unless you want plants bigger then 3 feet. With a 400w you don't get enough light penetration anyways for huge plants.
