Yes, you can use Hydro Nutes in soil. pH up isn't a nute but is perfectly acceptable for adjusting pH of nutrient solutions before watering your plants with. Just be sure to add all of your nutrients first (if you're using multiple parts) before checking and adjusting your pH.
