Unknown mould or fungus problem

Can anyone please help with identifying and treating this?

    Can anyone please help in identifying and treating this? I have read many grow sites and cannot find anything about this? Leaves are brown and curled at the tips. Leaves are turning yellow and dying. The white spores are on bottom half of the plants at this stage. No sign of anything on flowers/buds. They are at early flowering stage.

    The white dots look like little roots trying to sprout. I think that's what I see.
