Not sure about tortoises, but most turtles lay eggs in shallow water and males spread their fertilizer in the water?

Did a little research, because I had to know! And apparently the penis of the tortoise doesn't fold out like that until it is inside of the female tortoise. So it basically anchors the male tortoise onto the female tortoise.
