The quality of weed

  1. Prices would drop, but that doesn't mean that illegal dealers would go out of business. There will always be an underground market for something like Marijuana. Perhaps those who maintain an underground business would do so by pricing their products competitively lower than the rate for legally grown marijuana sold by the government. These illegal growers would not have to worry about taxing their product, so they have more opportunity to gain money from the gross sales of their own stuff.

    Here is an example (Disclaimer: I am making up numbers for the sake of easy understanding): Let's say you can get a pack of government grown/sold Marijuana cigarettes for $5. That $5 includes about $2 in taxes that go to the government. So about $3 would go to the actual seller.

    Let's say you buy a pack of illegally grown Marijuana cigarettes for $4. All of that $4 will go to the seller.

    The legal seller makes only $3 because of taxes, while the illegal seller makes $4. If they are both selling weed of the same quality, who would you buy from? Likely the illegal seller because it's cheaper.

    You see the same thing happening will tobacco cigarettes - someone will buy them in a state with lower taxes, and sell them illegally in a state with higher taxes. In the event marijuana is legalized, obviously the underground market would shrink, but it would still have a strong presence.
