In his job description it requires him to lie to the public if that's what it takes to keep cannabis illegal (seriously).
If you've ever heard John Walters talk about cannabis you would know that guy will stop at nothing to keep it illegal. The guy says some pretty crazy stuff. He's almost as bad as Reagan...of course Reagan did tell the American public that marijuana is the most dangerous drug out there.
