They just need an excuse one way or another. e.g. 9/11 was carried out by largely independent groups-> United States illegally occupies several countries in the area for governmental interests e.g. Someone (we don't know who) used chemical weapons in Syria-> United States declares that it was the government, not the rebel groups that we fund (with limited evidence)-> We vote on whether or not to go to War. There are some legitimate conflicts, but most are just special interests covered with rhetoric and emotional appeals.
