My eyes really suck, but it looks like the seedling emerged horizontally, made a 'u' turn and started growing vertically. *I'd* take a toothpick and push a little planting medium over the exposed root... then a little more in a few days, if all is well.
Part of the membrane inside the shell is attached to the cotyledons and preventing them from opening. Spray with water to soften and gently remove it with a toothpick.
