If this picture was taken looking to the west, I'd say it is definitely Venus. The color alone makes me think Venus. It's by far the brightest thing in the night sky besides the moon and it is near the horizon shortly after the sun goes down. It's shape is distorted because of the fast motion, just like the street lights.
