    I feel dumb, but i've really never seen this before and despite sitting here for a while and trying to, I can't figure it out.
    Is the bowl upside down or something?

    Thats a hash swing/slide...

    it's for smoking concentrates you heat up the titanium pad with a torch lighter then dab away

    thats not a bowl, there is no "bowl". thats called a bell. the metal opad swings out, is heated, swung back under the bell, then a dabber w/ oil on it is placed on heated pad. the bell keeps the smoke from escaping while u inhale. looks removeable, so go grab a slide for that bitch then u can smoke plant with it

    Dont feel dumb. Its not the most common thing. You may become familiar with it when you build up a very high tolerance and bud isnt getting you as high as it used to.
    There are domes too.
    Hash is pretty chill but torches are a pain in the butt.
