    A plant wont flower with CFL's?

    Yes it will it wont yeild as much but you can still flower it with them.

    You do have to be careful not to try to flower with 6500k daylight spectrum CFLs, those are similar spectrum to MH (blue). You need the warmer 2700k or similar for flower.
