Some things that can lead to stunted seedlings 1) Soil with excessive amounts of or lacking in nutrients 2) Compacted soil 3) Lack of sufficient lighting 4) Badly over or under watering 5) Temps too low or too high 6) Extremely poor air exchange 7)Poor genetics Miracle grow just isnt great soil. Some people have luck with it but more people end up with plants like yours. I have seen soil that still compacted badly with 50% perlite (earth grow) but with that much its hard to blame it on that. How far away are the cfls from the plant? More than a couple of inches awsy and they are next to useless imo. You want temps in the 70 to 80 range if possible. Below 60 or above 85 and you can have issues depending on other factors. Are they in a small area with no airflow? Good air exchange is critical. Even if you dont have heat problems plants need a good supply of fresh air to thrive. They definetly arent large enough to need nutrients yet. Are you letting it dry out good between waterings? Constantly soaked soil can cause root rot. Are you watering until you get runoff? Not watering enough can cause roots to grow primarily in the top if the container, not spreading to the bottom. Only time ive seen that though was a buddy under watering 30g pots.
