My brother has 2 plants like yours with popcorn buds all over the place a shit load and they both have a big cola in the middle. I was wondering the same thing so I will follow along.
Those look like roughly week 6 or so lower buds. While loli popping much earlier may have helped, nothing you can do here to help total yield now.
How long does the flowering time have left ? You could harvest the top colas and keep growing and harvest the smaller buds later
