Any transportation of living cannabis is a federal crime in the united states. Grasscity wont ship to the US but a number of Canadian seed vendors will. Generally its no problem recieving them in the mail in discreet packaging, but with a minute amount of risk

seeds r legal all around the world coz "they are for collection only" but if you grow ...this is a crime and authomaticaly turns illegal u know. that's why some seed banks send your seeds w/ "gift and promotion" package and "g&p" label
