'Low quality bud' in the sense you're talking about is kind of a misnomer. Sure, you'll have varying degrees of concentrations, but the proper upkeep and harvesting of said plant will be the most influential of variables. The production of the different cannabinoids and terpenes is largely a defense mechanism, so it doesn't make sense for a plant to handicap itself genetically, before it's even sprouted. Like I said earlier, you will of course have the normal varying degrees of potency, but you won't find a seed that will grow complete garbage by itself, providing it has everything it needs. Improper maintenance and/or bad drying/curing processes play a much bigger role. When you think about it, have you ever seen anyone selling Mexican dirt weed seeds?
