There are different ways each grower does it, but I typically wait until my screen is completely fulll before I flip to flowering, this does cause for the need of some decent vertical height if growing strechy strains, but makes for a very full canopy. A good rule of thumb is fill your screen up 3/4 and then flip. When I say "fill the screen up" this means trying to have a budsite/stem in most of the holes in your screen, within reason without overcrowding the screen.
