stops growing or slow growing. If you think they could be root bound then they probably are. What size container do you have them in and how old/big are they.
hmm, they could be root bound, but in a 3 gal you should be fine with a 1ft plant. You could play it safe and get them in 5gal pots, you wouldn't have to transplant again, unless you plan on LST.
