I cant find it when I receive messages, you need to make it more obvious, like right under the msg or something, cause I had to use the forward :S
You are correct, it appears Grasscity left out the reply button in the coding or something. He is talking about after you check your mail and you want to reply to a private message. A quick and easy way to fix this is to just click the quote button, then reply.
