No. Blacklights are great to light a seventies disco or a whorehouse but not for growing MJ. You will at least need a couple of cool white fluro's but preferrably a high pressure sodium (HPS) light. Lemon juice will indeed lower pH but you'll need lots to reach the desired effect. The easiest way to lower pH is to use phosphoric acid or nitric acid.
