I received reputation from a user with 2 light bars (a bar more than me) and it didn't effect me in the slightest. I received an infraction for calling some douche a "prick" is this why? Tell me you are fucking joking! I want my rep!
Did it show up as gray/purple or green? Someone having 2 light green bars doesn't always mean they're able to give positive reputation points. Whether you are able to give +rep or not depends on more variables than just the amount of rep bars you have. Getting an infraction is not going to change whether you receive +rep or not.
It doesn't change between purple or green depending on who you're giving rep to. If you got neutral rep from him/her then he/she can only give out neutral rep right now. It's possible that they have a lot of rep bars but just haven't been here long enough to give positive rep yet.
