It wasn't 400 Billion, it was 150 Billion, and this was also Irans Money and was frozen during the sanctions. Iran will also not get all of the money because they owe China, and a few other countries a bunch of money, and Iran still may not get much of whats left over to bring back to the country, as it was invested, and will mess up what little economy they have left if hey withdraw their investments.
