Pre-flowering early while on 21/3 light cycle???

Alright guys so Im currently growing a bagseed I got from a brick of mexican reggie weed
Im growing in Costa Rica where light schedule is 12/12 year round, so since it sprouted I have put it under a 13w 6500k CFL to keep it from flowering to early
I recently added a 2nd bulb 2 weeks ago, 13w 6500k, and 2 days ago I added a 3rd cfl 13w 6500k bulb
I have topped it twice, first time around 4 weeks ago and last time I topped it was 4 days ago!
Light schedule it receives is 21/3, under the 3 cfls's
Today I noticed some pistils, so great news that its a female at least
But why is it going into flowering if it still receives 21 hour light per day?
It sprouted 13 weeks ago, it has been in veg for about 8 weeks now
I would like to get a couple of clones aswell, can i take them in pre flower?

Im thinking it might be an auto-flower, all leaves are 5 fingered or 3!
No leaf is a 7, or 9 fingered
Only 2 nodes came with 7 fingered leaves which were right at the beggining, they died out and the rest came only in 5's
Could this be?
