Unfortunately, as long as there exists nationalism on the planet - or at least, nations that have an interest in preserving borders and having some measure of control over who gets in and out - any "nations" run by people that could care less about their own borders are deliberately (and quite unnecessarily) subjecting their population and resources to a great many folks who don't necessarily have the best interests of that nation's people in mind. If a nation is going to bother trying to be a nation, as distinct from say, a conglomeration or migratory confluence, then they probably ought to be concerned about who comes and who goes and why.
