post germination steps?

my seeds have just finished germinating(compliment a noob)! im starting with 5 seeds jus to be safe and was wondering if two 28" fluorescent lights will work for them, and if so how long b.c i am working on gettin the hps lights.
also my seeds are sitting in organic soil(i know thats necessary) with the bags over them and holes poked in the bottom in solo cups. i need to know how to take care of them in this stage.
also do i need to place the cups in a basin or tupperware to let the water sit?
again a complete noob so bear with me
