I say its the beginning of our government 'showing itself' meddling into our smartphones and being able to reach out to the population quicker your real question might be...are you worried that trump would abuse the system? I would ask, when did they begin the program to be able to have "fema" alerts? I don't think that was during trumps tenor I would be more worried about the social elite returning to power and abusing the alert system more then trump doing so.
