Your soil should be pre-watered before planting the seed. Once the seed is planted, do not water it until the top 1.5" is dry
the soil was a little moist, but SWIM put the seed in then saturated it. Is that ok? SWIM hasn't watered it since. Should the lights be going?

SWIM is supposed to stand for "someone who isn't me". Usually used by people referring to themselves but thinking they are fooling everyone. No matter in this case. Before the seeds pop through the top of the soil you want the soil to be moist. Some even put saran wrap over the top of the pot/cup to hold moisture in. But once the sprout pokes through you want to go on a cycle of watering the soil thoroughly when you do water and then no water at all until the soil dries out a bit. While still under the soil it won't need light, but I still recommend keeping the light on. This way, the instant the plant pops through it is getting light, rather than waiting for the next time you (or SWIM) can check on it.
