Looks like the skin of the shell is stuck on your cotyledons. Try using tweezers to remove so it can open properly.
next time you pot them up in to bigger pots ,add 30% perlite to you potting mix its helps with drainage and stops over watering etc,,,and @Nex420 what hes says ,but be careful if you do try and remove it you dont want to damage the seedling which is easy to break ,,mac,
