Pine sol/very lemony weed

Hello all so I’ve come across weed that to me smells like straight pine sol (cleaner) others might describe it as lemon but I’ve come across weed like this numerous times and each time I do it’s always very weak it’s kinda become a tell tell sign for me that it’s bad weed if it has this smell my main plug doesn’t sell sundays so I went to my secondary and it has this smell and sure enough it’s pretty weak…is this Normal that weed with this scent gives a bad high (if any at all) a sign something went wrong during the growing process perhaps? Or is this just many coincidences?
