Phillips Grow Lights Question

I got 2 60w Phillips Grow Light Bulbs.

They screw into a normal lamp.

My question is, are two of these enough to grow 3 plants with?

NOTE: I only plan to grow the 3 plants inside until they're about a foot or so tall.
