Could I start growing outdoor during early July in northern California San Jose area ? Or is it to Late?
Not if you are starting from seeds. If you got them in the ground today, and they were mature enough transplants you may be able get something at the end, AND it's pretty late. You are 6 weeks behind the curve here in California. IMHO Good luck.

If you have established plants in like 5 gallon pots then you could get a small harvest. Right now you only have 2 or 3 weeks until flowering begins.
I have put in plants on july 5th and they still got 3' / 4' tall, they started from clones on approx june 15th and I had them in pots till then. Alot depends on the light they are getting, full sun all day, they'll take off, if they are in a low light area, you're screwed.
id buy 2' clones. they go for like... what... 25-35 bucks? around there Im sure. grab a cheapo bulb to stretch veg for like an extra week or two and then just let them flower. you could pull a decent harvest if you dont fuck up whatsoever and slow growth with extra nutes or bugs
buy an 8week strain or something that finishes a little quicker so that you can stretch the veg and still be able to harvest before weather gets bad
you cant afford to waste any time with males, bugs, overwatering, or anything. just get healthy established 2foot clones. saves you big headaches. if youretrying to do everything legally then grab 6 females. forget about seeds
