For those too lazy to read the site: You plug in a link from wikipedia, the site gives you a barcode to print out and place wherever. You can then install a barcode reading program onto your phone and use your phone's camera to "scan" the barcode thus linking you to that wikipedia page. Example: I put in a link from a wikipedia page on a landmark, print out the barcode and put it up by the landmark. Then anyone with a cameraphone, an internet connection, and a barcode reader on their phone can scan it and learn all about the landmark. Until it rains 3 days later, or some kids tear it down, or the property owner removes it. I don't see this going very far.
Or you just make waterproof scan targets, and put them up on either public property, around monuments or whatever, awesome places, etc etc.
