Odd looking spots on bigger plant and stunted growth for being 1 month old help

So I am not sure why these odd spots are starting to come up on this plant. The others I have are also doing ok, slow growth and turning between light light green almost a tinge of yellow to just a normal green. Not sure what the issue is. Any help would be amazing!

Also If you need more details as far as lighting and soil and what not ill give whatever is needed to help me out this particula plant is only month old & the others are actually smaller than that for 1 month and that does not seem to great. :\ since its my frist grow im just experimenting so any help as well would make me happy, thank you. ^~^

 

What type of medium; soil (coco) with verm & pearlite
What brand and type of soil? Burpee
Indoors or outdoors? Indoor
What strain? No idea
How old are the plants? 1 mont
What type of lights and how many watts? CFL 5000k 60w (6 for 12 plants) 800 lumens
How far from the lights? 3-5 inches
What is your watering frequency and source of water? Tap water (not ph tested waiting for one in mail) and when soil is dry on top and below a bit.
What, how much and when was it fed? As NPK? No fertilizernot sure how to go about that
What is the medium/runoff pH and PPM if in hydro? Its not hydro
What are the temps and humidity in the room? Usually 70’s and humidity
What size pots? Depends i had to move them out of a bigger pot cause i was dumb and planted half into sam pot so i moves them again to solo cups i transplanted a lot cause I was dumb so they also could be in shock.
Any bugs? Look real close. What looks like small black bugs not to many they dont seem to be doing anything
