"Rafael Lemaitre, spokesman for the White House's drug czar, said in response to the report that "any suggestion that nations legalize drugs like heroin, cocaine, marijuana, and methamphetamine runs counter to an evidenced-based, public health approach to drug policy and are not viable alternatives." So to summarize: South American countries wish to make money directly from the sale of pot instead of getting handouts from the IMF for battling the drug war. All of the evidence points to upping production for big pharma in S. American countries ahead of the move to legalize big pharma's version of medical pot.
