Growing outdoors. Just natural organic potting mix with worm castings. 6-9-6. Water about every 4 to 6 days. I have never seen this before. If you dab some water onto the area, the whiteness goes away until it drys, then it's back. Any info would be much appreciated.

I would have said WPM, but like the first guy, I did see what could easily be mites. Look under your leaves.
Yea i do have some mites. I believe it is WPM. I appreciate all the info guys. Big thanks for the help.
