If you can only afford one, buy the flowering one and for veg buy 2 or 3 daylight spectrum 6500k color temp CFL's at wal mart or something for cheap. I have 1 32w that is vegging 2 plants surprisingly well. But you're gonna want serious light for flowering, since like you said it's more important.
